Metin YENER
Metin YENER was born in Ankara in 1972.
He graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Economics.
He began his professional career as an Assistant Specialist at the Prime Ministry. He later served at the Prime Ministry as a Specialist, Head of Department, Deputy Director General of Laws and Resolutions, and Director General of Personnel and Principles.
On August 3, 2018, he was appointed as the Director General of Personnel and Principles of the Presidency.
He completed his master's degrees in the Department of Economic Policy at Gazi University and at Indiana University in the USA.
He was elected as the President of the Turkish Court of Accounts at the 94th Plenary Session of the Grand National Assembly of Türkiye on June 22, 2021.
On November 22, 2025, he was elected as the first-term President of TURKSAI for a period of 3 years.
He was re-elected as the President of the Turkish Court of Accounts at the 106th Plenary Session of the Grand National Assembly of Türkiye on June 24, 2026.
He is married with two children and speaks English.
President of the Turkish Court of Accounts (TCA) takes the necessary measures for the proper conduct of the duties assigned by law as well as for the proper execution of the management. Chairing the General Assembly, the TCA President can also chair the Board of Appeals and the Board of Chambers when he deems necessary. He organizes the works to be assigned to these boards and chairs discussions. He informs the Plan and Budget Committee of the Turkish Grand National Assembly (TGNA) at least twice a year and other relevant committees when needed about the activities of the TCA. The TCA President or the Deputy President to be assigned by him attends the session of the parliament where the TCA reports are discussed. The TCA President determines the chambers where the chairmen and members are commissioned, determines the chambers of expertise, assigns works to chambers, establishes audit and support groups and also determines and assigns the places of duty for the professional staff as well as the duties and places of duty for the supporting staff.
President of the Turkish Court of Accounts (TCA) is elected by the General Assembly of the Turkish Grand National Assembly by secret ballot out of the two candidates to be determined on the basis of Article 16 of the TCA Law from among those who have the qualifications written thereof and are willing to run for Presidency. The election process starts thirty days before the end of the temnure of the incumbent President or ten days after the office becomes vacant for any reason and is concluded within thirty days following the start of the process. In the calculation of this duration, days when the parliament is on recess are not taken into consideration. The candidate to be elected as the TCA President should take the vote of the absolute majority of the attendees, and this number should not be less than one-fourth of the total number of the members of the Parliament. The tenure of the President is five years, for a renewable second period. The term of office of the incumbent President continues until the new President assumes office. The former President continues serving as a member of the TCA without seeking a vacant position; the first vacant position is assigned to him and he is considered as the most senior member.
